They can release strong organic complex chelators, so-called siderophores, which have a high affinity for metals. These low-molecular mass dissolved organic molecules are often specific for certain microorganisms or plants and allow them to gain a selective growth advantage in environments, where the availability of metal nutrients is limited. Siderophores can have a critical role in regulating biogeochemical cycles in terrestrial and marine systems, but the details of the molecular-scale processes and their effect on macroscale biogeochemical cycling are not well established. This study aims at understanding the relationships between siderophore production and function and their influence on biochemically induced weathering and biomineralisation of iron-bearing minerals like magnetite in terrestrial and marine environments. Field and experimental studies will be conducted to determine siderophore composition and concentration, and their relationship to microbial community composition and activity.

This is a fully funded four year PhD position under the joint supervision of Sara Holmström, Volker Brüchert, and Nils Holm. The successful applicant will study the interactions of microbes with the global earth with focus on the production and the role of biogenic siderophores in biogeochemical processes. Such is the value of the assets or information that they protect, biometric systems present a serious and growing target for criminal attack. One form of attack involves so-called ‘spoofing’ where a person attempts to masquerade as another by falsifying data in order to gain an illigitimate advantage. Alarmingly, as widely acknowledged in the open literature, the threat to biometric technologies from spoofing attacks is all too real. Together with a team of 11 European and international partners, EURECOM is working to pioneer new biometric spoofing countermeasures to protect state-of-the-art biometric systems from spoofing attacks. This PhD programme will research efficient and reliable solutions to detect and prevent the spoofing of speaker recognition systems. Having obvious utility in remote or stand-alone scenarios with no human supervision, speaker recognition systems are particularly prone to spoofing attacks. The candidate will join a team of researchers all working in biometrics and security research and will contribute to work in connection with both national and European projects for which there will be opportunities for international travel.
This position offers a unique opportunity to develop highly sought after skills in cutting edge biometrics and speech and audio processing research.
Requirements The successful candidate will have a Master’s degree in engineering, mathematics, computing, physics or a related relevant discipline. You will have strong mathematical, programming and communication skills and be highly motivated to undertake challenging research. Good English language speaking and writing skills are essential. French language skills are a bonus.
Application Please send to the email address below (i) a one page statement of research interests and motivation, (ii) your CV and (iii) contact details for two referees (preferably one from your final year project supervisor) no later than 31st October 2010.
Contact Dr Nicholas Evans
Postal address 2229 route des Crêtes – B.P. 193 – 06904 Sophia Antipolis, France
Contact evans@eurecom.fr
Web page www.eurecom.fr/institute/job.en.htm
Phone number +33/0 4 93 00 81 14
Fax number +33 4 93 00 82 00

EURECOM is a graduate school and a Research center in Communication Systems, located in Sophia Antipolis technology park, in close proximity with a large number of research units of leading multinational corporations in the telecommunications, semiconductor and biotechnology sectors, as well as other outstanding research and teaching institutions. The Faculty offers three Bachelor's programmes and a number of Master's programmes, two of which are taught exclusively in English (i.e. International and European Law and European Private Law). With its 3,500 students and 375 staff members, it is one of the largest law faculties in the Netherlands. The Faculty is located in the centre of Amsterdam.

DESCRIPTION:

The postdoctoral researcher and the PhD candidates will carry out research in the framework of the project Accountability of Executive Power in Europe, a research project funded by the Dutch Science Organization, as part of the Spinoza Prize awarded to Professor Curtin and complemented by funding from the University of Amsterdam. This research is also located within the broader research programme of the Amsterdam Centre for European Law and Governance (ACELG), Composite Constitutions in Europe:

http://jur.uva.nl/acelg/research.cfm

The basic premise underlying this research project is that since EU legislative, executive, and regulatory power is expanding, formally and informally, step by step, in a growing number of domains, questions about how it should, could and is being accounted for are increasingly salient. Paradoxically both the political and administrative actors taking decisions both at the national level and at the European level are often the same (i.e., members of the national executive power, both political and administrative). This leads to distinct accountability problems because the participation of multiple actors in different contexts of rule making gives rise to the dispersion of influence and responsibility.

Various detailed empirical studies will contribute to a more nuanced understanding of the different types of executive power being exercised by various actors, according to different modes of decision-making (supranational, inter-governmental and infra-national or transnational). The aim is to contribute to a process of bringing the EU Executive out "of the shadow" by mapping the form and evolution of various executive actors as well as analyzing the manner in which this institutional and legal map fits within a constitutional perspective on the
rule of law and (democratic) accountability. At the same time, this project seeks to shed further light on the manner in which separation of powers and checks and balances might be better reflected to countervail an expanding modern executive branch, both at the European level and at the national level.

The research team will, in line with other research work within ACELG, complement a conceptual and theoretical foundation for accountability with an empirical approach. It will explore on the basis of a range of case-studies in different areas what arrangements have been made for dealing with accountability and what lessons can be learned from these experiences.

The postdoc will carry out independent research into the substantive and procedural aspects of accountability and/or open government in the context of the executive power in Europe.

The PhD candidates will carry out research on discrete questions of accountability. One project will be on participatory governance in European agencies aiming to study the phenomenon from both an empirical and normative perspective. The aim is to assess what are the effects of such participatory procedures and practices and their potential constitutional relevance. Additional information on this research project is available upon request. The second project while being situated within the framework of Accountability of Executive Power in Europe it allows applicants to propose their own research plans. For this position applicants may submit proposals for other case studies that fit within the overall research project. The case studies may be actor focused or principle based. Possible lines of inquiry include a focus on the Council General Secretariat or an examination of the various systems and rules to maintain confidentiality of information within the domain of executive action in the EU.

Tasks of the postdoctoral researcher:

- Conduct independent research into the normative aspects of accountability with a possible empirical component
- Assist in general leadership of the project
- Assist in supervision of the PhD candidates within the ACELG
- Candidates may also lecture on subjects in the Faculty's curriculum that are related to this project

Tasks of the PhD candidates:

- Engage in supervised scientific research that will ultimately result in a doctoral thesis
- Candidates may also lecture on subjects in the Faculty's curriculum

QUALIFICATIONS:

Qualifications of the postdoctoral researchers:

- A PhD in European law
- (Demonstrated) empirical research skills are an advantage
- Excellent writing skills, fluency in English

Qualifications of the PhD candidates:

- Qualified jurist with excellent knowledge of European law
- (Demonstrated) empirical research skills are an advantage
- Excellent writing skills, fluency in English

CONDITIONS OF EMPLOYMENT:

The appointment will be full-time (38 hours a week). A part-time appointment (32 hours per week) is negotiable. The starting date is 1 October 2010 or shortly thereafter. The appointment will initially be for 1 year. Extension of the contract to a maximum of 2-3 years (postdoctoral researcher) or four years (PhD candidates) is subject to satisfactory performance after the first year.

The gross full-time monthly salary will be in accordance with the salary scales for PhD candidates and postdoctoral researchers at Dutch universities, i.e., ranging from Euro 2,042 in the first year to Euro 2,612 in the final year for PhD candidates, and ranging from Euro 2,379 to Euro 4,374 (salary scales 10-11) for postdoctoral researchers.

FURTHER INFORMATION:

To discuss these posts informally and receive further information, please contact:

CONTACT: Professor Deirdre Curtin
Email: d.m.curtin@uva.nl
Tel: +31(0)20 5258573/5252951
or
CONTACT: Dr. Christina Eckes
Email: c.eckes@uva.nl
Tel: +31(0)20 5258513

APPLICATION PROCEDURE:

The closing date for receipt of completed applications is 8 July 2010 at noon. Many private loans carry interest rates of 12 percent to 15 percent, Brown said, and some above 18 percent.

The proposal includes no cost to the taxpayer, as the loan program to make money, according to the Congressional Budget Office.

"That is a very creative way to solve a very big problem," says Chuck Knepfle, director of Miami University's financial support for students.

In 2007, 63 percent of graduates at Ohio public colleges and 75 percent of students finishing school, private universities in the debt an average of $ 21,458 from public schools and $ (22,737 on the genitals.)

More than 25 percent of U.S. borrowers have private loans in 2007-08. The federal government also provides a number of scholarship opportunities, in addition to the federal grant programs you may already know about, such as Federal Pell Grants.

                                         Types of Federal Scholarships

Like other scholarships, federal scholarships are awarded based on a variety of criteria, which can include anything from financial need (usually determined by completing the FAFSA on the Web) to a student’s chosen major. Federal scholarship awards vary in amount, and can range up to the full amount of a student’s tuition and fees. Federal scholarships may or may not be renewable, depending on the award. Some federal scholarships are awarded by the student’s academic institution, while others are awarded by a federal agency or an organization working in partnership with some branch of the federal government.

Federal scholarships are typically offered by federal agencies, such as the National Institutes of Health, the Department of Transportation, and the National Oceanographic and Atmospheric Administration. Many federal scholarships are designated specifically for students in high-need fields or for students doing coursework that is particularly relevant to the mission of a particular federal agency. Several major-specific federal scholarships feature either a fellowship/internship or an employment agreement with the awarding agency.

                                         Finding Federal Scholarships
You can find federal scholarships by conducting a scholarship search. As specified in the ACA, each proposal that requests funding to support postdoctoral researchers must include a description of the mentoring activities that will be provided for such individuals. Proposals that do not comply with this requirement will be returned without review (see the PAPP Guide Part I: Grant Proposal Guide Chapter II for further information about the implementation of this new requirement).

SYNOPSIS

The Federal Cyber Service: Scholarship for Service (SFS) program seeks to increase the number of qualified students entering the fields of information assurance and computer security and to increase the capacity of the United States higher education enterprise to continue to produce professionals in these fields to meet the needs of our increasingly technological society. The SFS program is composed of two tracks:

The Scholarship Track provides funding to colleges and universities to award scholarships to students in the information assurance and computer security fields. Scholarship recipients shall pursue academic programs in information assurance for the final two years of undergraduate study, or for two years of master's-level study, or for the final two years of Ph.D.-level study. These students will participate as a cohort during their two years of study and activities, including a summer internship in the Federal Government. A limited number of students may be placed in National Laboratories and Federally Funded Research and Development Centers (FFRDCs). This number shall be set by the program office each year. (See http://www.firstgov.gov/Agencies.shtml for a list of Federal organizations, see http://www.science.doe.gov/National_Laboratories/ for a list of National Laboratories, see http://www.nsf.gov/statistics/ffrdc/ for a list of FFRDCs.) The recipients of the scholarships will become part of the Federal Cyber Service of Information Technology Specialists whose responsibility is to ensure the protection of the United States Government's information infrastructure. Upon graduation, after their two-year scholarships, recipients will be required to work for two years in the Federal Government.
