Up to £5,700 for one year (a previous holder being eligible for re-election). Awarded annually by the College of Humanities and Social Science on behalf of the Senatus to a graduate of the College of not more than three years’ standing to assist him or her in travelling for study or research.

A preference is given to suitable candidates desiring to undertake work in the following subjects in the following scheme of rotation: Semitic and Indian Languages, Englishand Modern Languages, History and Classical Languages, Classical Archaeology and Mental Philosophy.

2011 PhD Federal Scholarship Positions in Arctic Geophysics at University Centre in Svalbard, Norway

The Department of Arctic Geophysics of the University Centre in Svalbard have vacancies for two PhD position for four years each within the Space Physics group focusing on optics of air glow and aurora, respectively. UNIS provides education and carries out scientific research based in Svalbard within the high Arctic, and benefits greatly from this geographical location. Approximately half of the staff and students are from abroad, and all teaching is in English. UNIS is located in a new building in Longyearbyen, Svalbard, withvery good access to modern laboratories and equipment. UNIS is a state owned.

Qualifications

The successful candidates must have a Master degree in Physics or equivalent in a field related to the above described projects. Due to logistics, the candidates need to have driver licenses. Admission to the doctoral programme at one of the Norwegian mainland universities is a condition of employment in the position as PhD student. The final plan for researcher education shall be approved and a contract signed with the mainland university at the latest six months after commencement. The applications will be prepared by the candidates and the supervisors.

Employment Conditions for Ph.D positions

The employment contracts are of 4 years and include mandatory duties of 25% each. The successful candidatesmust live in Longyearbyen. They are expected to contribute actively to ongoing scientific activities in the department. It is also expected that the Ph.D. students take an active part in the advancement of their field of research, and they must also be willing to contribute to the development of UNIS in a more general sense.

All salaries are set in accordance with the Norwegian government’s University salary scale. Ph.D students starts at salary step 48, which currently is a gross salary of NOK 383 900.As a resident in Svalbard an annual allowance of NOK 26 400.(Svalbardtillegg) will be added to the salary. A Social Security contribution of 2 per cent, to the Norwegian Public Service Pension Fund, will be deducted from the salary. Income tax on Svalbard is 8 per cent, plus 7.8 per cent toward National Insurance coverage. Selection and appointment :An expert Committee appointed by the Managing director of UNIS, will evaluate the qualifications of the applicants. The Committee will review the applications in detail, and is the basis for interviews. The final appointment will be made by the Appointment Committee.

Project
Siderophore production and function in the geosphere: experimental studies and field measurements of mineral weathering and biomineralization.

Microorganisms are known to affect mineral weathering rates and the mobilization of essential and toxic metals in the environment. They can release strong organic complex chelators, so-called siderophores, which have a high affinity for metals. These low-molecular mass dissolved organic molecules are often specific for certain microorganisms or plants and allow them to gain a selective growth advantage in environments, where the availability of metal nutrients is limited. Siderophores can have a critical role in regulating biogeochemical cycles in terrestrial and marine systems, but the details of the molecular-scale processes and their effect on macroscale biogeochemical cycling are not well established. This study aims at understanding the relationships between siderophore production and function and their influence on biochemically induced weathering and biomineralisation of iron-bearing minerals like magnetite in terrestrial and marine environments. Field and experimental studies will be conducted to determine siderophore composition and concentration, and their relationship to microbial community composition and activity.

This is a fully funded four year PhD position under the joint supervision of Sara Holmström, Volker Brüchert, and Nils Holm. The successful applicant will study the interactions of microbes with the global earth with focus on the production and the role of biogenic siderophores in biogeochemical processes. Related activities include both laboratory and field work.

Requirements
Stockholm University Requirements: Applicants must have completed a research degree (e.g. Masters) or university study of 240 p (4 years), with at least 60 p (1 year) at the advanced (research) level. Department Requirements: undergraduate courses: at least 90 p in Earth Science and 30 p chemistry, and at least a 30 p independent project at the advanced level in geology, geochemistry, biogeochemistry or any chemistry-enriched natural science subject.

Description of Scholarships: BioHealth Computing EM is a research-oriented, multi-track master in the guidelines of the Bologna process whose purpose is to develop innovative tools and knowledge to develop a joint research program with four areas: clinical research, environmental and health and animal health, biotechnology, molecular and mathematical calculation.

Selection criteria

Students must have completed, (B.Sc. or equivalent nationally recognized to 180 ECTS) Bachelor and the first year of a Master of Science (MSc or equivalent qualification recognized nationally to 60 ECTS) with a minimum degree of "B -" on the ECTS grading scale (at least a score of 70%). Upon request, the applicant for the international recognition of academic qualifications equivalent to the degree that a year before the award show + Ms, and officers, which translated into English. In all cases, candidates must have a bachelor's degree in September 1, 2011. Students will be selected on the basis of academic merit and language skills (in English). Students must be at an advanced level of English through a TOEFL certificate. The result should be based at least on paper 580, a computer based on at least 237 or online at least 92-93. The alternative is a minimum score of 6.5 IELTS test. In addition, basic computer skills are required. The session consortium may be a bit 'lower with an excellent TOEFL (550, 213 or 79-80, respectively) admit or IELTS (6.0).

While insights from psychology have been successfully integrated into mainstream economic theories in recent years, the focus has only recently shifted towards the analysis of how psychological effects can be used in a strategic settinga. Sophisticated players may exploit the psychology of unsophisticated players to their advantage. This may affect how employers pay employees, and how firms communicate with consumers. These and similar phenomena are addressed theoretically and experimentally by the research group.

We are looking for candidates with proven interest in theoretical microeconomics and experimental research, preferably in the area of industrial organization, non-cooperative game theory or the economics of social networks.

Candidates will be able to adapt and further work out the specific focus and application of the project, within the context of the overall research project.

Project organization
The research project is lead by Prof dr. S. Rosenkranz. Prof dr. Rosenkranz is promoter, and dr. K. de Jaegher is co-promoter of the PhD candidate.

Qualifications

We are looking for an excellent and enthusiastic researcher with a research master's degree in economics and with a good knowledge of game theory and experimental economics. Applicants with other research master’s degrees will be considered as well, provided they can show some expertise in (game-) theoretical research.

The ideal candidate will have:
experience with conducting theoretical research and formal modeling;
experience with conducting laboratory or field experiments;
an affinity with interdisciplinary research;

Description Biometric technologies have an essential role in assuring and safeguarding personal, national and global security. Such is the value of the assets or information that they protect, biometric systems present a serious and growing target for criminal attack. One form of attack involves so-called ‘spoofing’ where a person attempts to masquerade as another by falsifying data in order to gain an illigitimate advantage. Alarmingly, as widely acknowledged in the open literature, the threat to biometric technologies from spoofing attacks is all too real. Together with a team of 11 European and international partners, EURECOM is working to pioneer new biometric spoofing countermeasures to protect state-of-the-art biometric systems from spoofing attacks. This PhD programme will research efficient and reliable solutions to detect and prevent the spoofing of speaker recognition systems. Having obvious utility in remote or stand-alone scenarios with no human supervision, speaker recognition systems are particularly prone to spoofing attacks. The candidate will join a team of researchers all working in biometrics and security research and will contribute to work in connection with both national and European projects for which there will be opportunities for international travel.
This position offers a unique opportunity to develop highly sought after skills in cutting edge biometrics and speech and audio processing research.

DESCRIPTION:

The postdoctoral researcher and the PhD candidates will carry out research in the framework of the project Accountability of Executive Power in Europe, a research project funded by the Dutch Science Organization, as part of the Spinoza Prize awarded to Professor Curtin and complemented by funding from the University of Amsterdam. This research is also located within the broader research programme of the Amsterdam Centre for European Law and Governance (ACELG), Composite Constitutions in Europe:

The basic premise underlying this research project is that since EU legislative, executive, and regulatory power is expanding, formally and informally, step by step, in a growing number of domains, questions about how it should, could and is being accounted for are increasingly salient. Paradoxically both the political and administrative actors taking decisions both at the national level and at the European level are often the same (i.e., members of the national executive power, both political and administrative). This leads to distinct accountability problems because the participation of multiple actors in different contexts of rule making gives rise to the dispersion of influence and responsibility.

Various detailed empirical studies will contribute to a more nuanced understanding of the different types of executive power being exercised by various actors, according to different modes of decision-making (supranational, inter-governmental and infra-national or transnational). The aim is to contribute to a process of bringing the EU Executive out "of the shadow" by mapping the form and evolution of various executive actors as well as analyzing the manner in which this institutional and legal map fits within a constitutional perspective on the
rule of law and (democratic) accountability. At the same time, this project seeks to shed further light on the manner in which separation of powers and checks and balances might be better reflected to countervail an expanding modern executive branch, both at the European level and at the national level.

The research team will, in line with other research work within ACELG, complement a conceptual and theoretical foundation for accountability with an empirical approach. It will explore on the basis of a range of case-studies in different areas what arrangements have been made for dealing with accountability and what lessons can be learned from these experiences.

The postdoc will carry out independent research into the substantive and procedural aspects of accountability and/or open government in the context of the executive power in Europe.

The PhD candidates will carry out research on discrete questions of accountability. One project will be on participatory governance in European agencies aiming to study the phenomenon from both an empirical and normative perspective. The aim is to assess what are the effects of such participatory procedures and practices and their potential constitutional relevance. Additional information on this research project is available upon request. The second project while being situated within the framework of Accountability of Executive Power in Europe it allows applicants to propose their own research plans. For this position applicants may submit proposals for other case studies that fit within the overall research project. The case studies may be actor focused or principle based. Possible lines of inquiry include a focus on the Council General Secretariat or an examination of the various systems and rules to maintain confidentiality of information within the domain of executive action in the EU.

- Conduct independent research into the normative aspects of accountability with a possible empirical component
- Assist in general leadership of the project
- Assist in supervision of the PhD candidates within the ACELG

The Governing Body of Emmanuel College invites applications for the Mead Fellowship in Economics, tenable for 3 years from 1st October 2010. This is a Research Fellowship under College Statutes with the condition that the Fellow will undertake six hours per week of College teaching. Candidates may be working in any area of Economics within the scope of the teaching and research undertaken by the Cambridge University Faculty of Economics. Applicants will normally be expected to have completed a PhD and to have at most 10 years of post-graduate research and teaching since completing their first degree.

In addition to pursuing his or her personal research, the Fellow will be required to teach six hours per week for Emmanuel College during Full Term, and participate in the annual selection of undergraduates at Emmanuel to read for the Economics Tripos.

Amount awarded

The stipend for the Mead Fellow will be £28,068 inclusive of payment for teaching of six hours per week (this is reduced to £25,977 in the case of a resident Fellow).

The use of scientific assessment as a formalized process for evaluating knowledge for the specific purpose of informing government decision-making has expanded since the mid-1970s, but how successful have these assessments been? As part of a multi-year collaborative project between New York University, UCSD, and The Woodrow Wilson School's Science, Technology and Environmental Policy Program at Princeton University, we seek a post-doctoral fellow to examine the scientific assessments regarding acid precipitation, the epistemologies on which they have relied, and the controversies which they have engendered.

The ideal fellow will have a Ph.D. in history and philosophy of science or a closely related field, and sufficient scientific background and interest to understand the technical issues at stake in the scientific evaluations. The fellow will work under the joint supervision of Dale Jamieson (NYU), Michael Oppenheimer (Princeton), and Naomi Oreskes (UCSD).

The initial appointment will be for one year, with the expectation of renewal based on performance and available funding. The successful candidate will be based primarily at NYU. Research could begin anytime after September 1, 2010, contingent on final approval of NSF funding. Review of applications begins immediately and will continue until the position is filled.

Focus 2010: Inclusive Partnerships for Sustainable Market Innovations

The second annual oikos UNDP Young Scholars Development Academy provides PhD students and young scholars (PhD rewarded in last years) working on poverty and sustainable development from a management or economics perspective a platform to present and discuss their ongoing research projects with fellow students and senior faculty.

Research on inclusive business models, market development and sustainability at the Base of the Pyramid (BoP) is a promising and challenging field for young researchers and PhD students. It calls for a multitude of methods, combination of disciplines in management and economics and new research designs, e.g. experimental development economics.

The 2010 academy focus, “Inclusive Partnerships for Sustainable Market Innovations”, aims to attract papers fostering new ideas and solutions how businesses, governments and other stakeholders can actively account for environmental and social resources and limits when building markets that include the poor and create opportunities for human development. The event aims to advance academic research on the Base of the Pyramid (BoP), development and governance issues, build networks across disciplinary boundaries and to prepare the ground for research that is relevant for both academic and business audiences.

New Bill Aims to Reduce Student Loan Rates

The new law is Student Loan Rates

Over 100,000 exemption could ohioan presented by the costly student loans by the legislation, see yesterday by U.S. Senator Sherrod Brown.

Bill Brown would be graduates and others who are not registered on their private loans exchange for federal loans with lower interest rates.

"Too many ohioan continue to pay the university for decades after graduation - through private loans with variable, high interest rates," said Brown, a Democrat from Ohio.

Brown's "debt swap" proposal for the use of bear-subsidized Stafford loans, a fixed rate of 6.8 percent and not based on financial need. Many private loans carry interest rates of 12 percent to 15 percent, Brown said, and some above 18 percent.

The proposal includes no cost to the taxpayer, as the loan program to make money, according to the Congressional Budget Office.

"That is a very creative way to solve a very big problem," says Chuck Knepfle, director of Miami University's financial support for students.

In 2007, 63 percent of graduates at Ohio public colleges and 75 percent of students finishing school, private universities in the debt an average of $ 21,458 from public schools and $ (22,737 on the genitals.)

More than 25 percent of U.S. borrowers have private loans in 2007-08. Some did so because they have no knowledge of federal loans, others because the federal loans do not cover costs. Last year, Congress raised the federal borrowing limit by $ 8,000 to a maximum of 31,000 U.S. dollars for four years of graduation.

Bill Brown could help people who came for the program, the Stafford into consideration, but do not use their full power.

Posting Description: The University of Colorado Cancer Center (UCCC) is an NCI-designated comprehensive consortium cancer center with over 440 active faculty members housed in eight different academic and/or health service related organizations within the State of Colorado. The UCCC is the only NCI-designated comprehensive cancer center in the Rocky Mountain region and serves constituents in a variety of cancer-related health service, research, education, and prevention and control capacities throughout the region. The Associate Director for Administration and Finance is the chief administrative and financial officer for the University of Colorado Cancer Center and is responsible for the administrative operations and the financial planning and management of the Center. The AD will work closely with the Director and Deputy Director of the Cancer Center to develop and implement the Center's strategic plans. In addition, the AD will collaborate closely with the Executive Director of Oncology Services for the University of Colorado Hospital, who is responsible for the clinical services of the Cancer Center, to insure the highest possible level of coordination and cooperation between the research and clinical missions. The Associate Director oversees the daily administrative and financial operations of the center, and provides leadership to promote the Center's collaboration with other academic and healthcare units of the Cancer Center. The Center employs 180+ technical and administrative staff and is fiscally responsible for the partial support of 30+ faculty who provide leadership and resource management within the Center. Managers of the operational areas within UCCC (Research Administration and Finance, Human Resources, Operations, Marketing and PR, Clinical Investigations, etc) will report directly to the AD. The AD has oversight of technical staff employed within the Shared Resource Service facilities (Cores) supported by the CCSG; and the AD participates in the direction and evaluation of development personnel and activities. The Associate Director has a high degree of authority and, in partnership with the Director, directs the operations and finances of the Cancer Center. Key functional areas of responsibility include: - Direction and oversight of all administrative and operational activities within the Cancer Center, including research administration, human resource management, marketing and PR, space management, information systems. - Direction and oversight of all financial aspects of the Center, including the active stewardship of funds to insure optimal development and advancement of Cancer Center goals. - Development of executive-level reports for strategic planning and operational decision-making. - Proactive development of new scientific services and collaborative interaction with the CTSA to insure coordination and cooperation with shared research resources. - Proactive development of new scientific services and collaborative interaction with other academic institutions and industry to leverage and synergize the national investment in cancer research. - Participation and leadership in strategic planning at the institutional, consortium and national (AACI and CCAF) level. - Development of organizational capabilities through leadership and management within a matrix environment; and through staff development and mentoring. Compensation will be commensurate with experience and qualifications.

Required Education/Experience/Skills (Minimum Qualifications): This position requires a well organized individual who can foster teamwork and collaboration among diverse stakeholders in order to implement complex strategic goals and effectively manage the competing priorities that result from those goals. The position requires a flexible schedule to allow for regular attendance at meetings and events, and response to questions outside of standard work hours and on weekends. Please be advised that the NSF Proposal & Award Policies & Procedures Guide (PAPPG) includes revised guidelines to implement the mentoring provisions of the America COMPETES Act (ACA) (Pub. L. No. 110-69, Aug. 9, 2007.) As specified in the ACA, each proposal that requests funding to support postdoctoral researchers must include a description of the mentoring activities that will be provided for such individuals. Proposals that do not comply with this requirement will be returned without review (see the PAPP Guide Part I: Grant Proposal Guide Chapter II for further information about the implementation of this new requirement).

SYNOPSIS

The Federal Cyber Service: Scholarship for Service (SFS) program seeks to increase the number of qualified students entering the fields of information assurance and computer security and to increase the capacity of the United States higher education enterprise to continue to produce professionals in these fields to meet the needs of our increasingly technological society. The SFS program is composed of two tracks:

The Scholarship Track provides funding to colleges and universities to award scholarships to students in the information assurance and computer security fields. Scholarship recipients shall pursue academic programs in information assurance for the final two years of undergraduate study, or for two years of master's-level study, or for the final two years of Ph.D.-level study. These students will participate as a cohort during their two years of study and activities, including a summer internship in the Federal Government. A limited number of students may be placed in National Laboratories and Federally Funded Research and Development Centers (FFRDCs). This number shall be set by the program office each year. A limited number of students may be placed in National Laboratories and Federally Funded Research and Development Centers (FFRDCs). This number shall be set by the program office each year.
The Capacity Building Track provides funds to colleges and universities to improve the quality and increase the production of information assurance and computer security professionals. Professional development of information assurance faculty and development of academic programs can be funded under this track.

Scholarship For Service (SFS) is a unique program designed to increase and strengthen the cadre of federal information assurance professionals that protect the government's critical information infrastructure. This program provides scholarships that fully fund the typical costs that students pay for books, tuition, and room and board while attending an approved institution of higher learning. Additionally, participants receive stipends of up to $8,000 for undergraduate and $12,000 for graduate students.
